Overwrite meaning new files may be saved on top of your deleted files. Deleted files become part of the computers hard disks empty storage space and can be used to save anything on top of it.

The way windows works, a deleted file is not totally removed from the storage (hard drive) more that it removes any connection and view ability using windows and makes the space it is written on available to be saved on top.
